Glicko ratings pulling from North Carolina locals for Tekken 8

in order for a tournament to count it must meet the following 4 conditions
1. Event must use double elimination for its final phase of play.
2. Must be open to entry for the general public
3. Must have at least 8 entrants, of which at least 7 play a match.
4. Must have a completed bracket submitted on it's associated start.gg or challonge page (!!!WE CAN'T PULL THE DATA ACCURATELY OTHERWISE!!!)

Each year includes 3 seasons. Seasons are 4 months long usually running from the 1st day of the associated month to the last day of the final associated month.
Season 1: January-April
Season 2: May-August
Season 3: September-December
